

David Alexander Thomas Allen, P.E. Sander I. Bonvell Robert E. Drzymala, P.E. Jay D. Derman, P.E. Donald M. Weekes, CIH, CSP Katherine A. Keslick David R. Alexander Mr. Alexander is the founder and Managing Principal of Air Resources Group, LLC and ARG Environmental. With more than 29 years in the environmental field, he has attained and demonstrated expertise with complex multi-media environmental problems and has a proven track record in environmental management, permitting, compliance, assessment and remediation, and technology development. He has served in both the public and private sector in senior management positions. In his early career, Mr. Alexander was one of a handful of environmental professionals developing the technical and regulatory structure that now governs most of the oversight and control of industrial facilities. He was deeply involved in the development of the NPDES permit program, industrial pretreatment, effluent guidelines, and multi-media standards for industry. He also served as EPA's Regional Desk with responsibility for dissemination of regulatory, technical, and compliance information on industrial regulations to the States and EPA Regions. He has served in a senior environmental management position with General Motors and as Corporate Environmental Director for the Sherwin Williams Company and Corporate Manager of Regulatory Affairs for a major hazardous waste management company. As a consultant, he has served as Corporate Vice President with responsibility for national and regional practices for major firms. He has a very broad range of technical expertise and is a recognized specialist in compliance and permitting negotiations. David is also an accomplished trainer and regularly provides training workshops to senior business executives, lawyers, and business professionals. He was active in the Ozone Transport Assessment Group (OTAG) and assisted in the formulation of the OTAG recommendations on the trading of pollution credits. Mr. Alexander is one of the original practitioners in the use of pollution credits and has been responsible for the creation and use of thousands of tons of pollution credits for permitting. Mr. Allen serves as Technical Director and is a Principal with Air Resources Group, LLC and ARG Engineering. He has more than 33 years of experience in the air pollution control field and is an internationally recognized expert. Mr. Allen was awarded the prestigious S. Smith Griswold Award for lifetime achievement and contribution to the field by the International Air and Waste Management Association. He has served as Director of the Air Resources Division for the New York Department of Environmental Conservation; Chairman of the Ozone Transport Commission; President of STAPPA/ALAPCO; President of the NESCAUM; and is one of the original founding members of the Ozone Transport Assessment Group (OTAG). He currently serves as a training consultant to NESCAUM and the California Air Resources Board National Air Training Demonstration Grant Program. He also serves on EPA's PM 2.5 Workgroup. Mr. Allen is one of the original air pollution control experts and has served in the field virtually for its entire existence. He has demonstrated expertise in stationary permitting (including Title V and NSR/PSD), mobile source emissions, new source review and PSD compliance, and the many technical issues associated with the air pollution field. Mr. Bonvell has served in the environmental field for more than 25 years. He has worked in consulting and laboratory environments with virtually all environmental science issues including environmental sampling and analysis procedures, data management, environmental impact evaluation and risk assessment. He has unique skills as a recognized expert in the specialty field of PCB data analysis and interpretation. He has worked on large and complex projects such as the Hudson River RI/FS, the Onondaga Lake Restoration Project, and as Chief Auditor for commercial environmental laboratories under various Superfund and private assignments. As a consultant, Sander has acquired a broad range of experience on site investigation and remediation including Superfund, RCRA and private sector projects. He has worked on numerous Title V air permits and has developed specializations in permitting facilities in the printing, coatings, printed circuit boards and small combustion unit areas. Back to top Mr. Drzymala has more than 25 years of experience in engineering and environmental compliance. He has experience in the specialty chemical and petrochemical areas with responsibility for large project management and plant engineering. For ARG he provides compliance, permitting, and environmental engineering solutions to private sector clients. He has worked on more than 25 Title V projects including large electric utility power generating stations, coaters, printers and other facilities. His background includes expertise in wastewater management operation and design, spill prevention and control, developing emission inventories, compliance planning and recordkeeping, waste management and plant engineering. Engineering projects include HVAC design, chemical and oil bulk storage facilities, automated tank train systems as well as construction management. Back to top With nearly 30 years of process engineering experience, Mr. Derman provides ARG with a broad background in chemical and industrial processes. He has managed specialty chemical and pharmaceutical plants and a commercial hazardous waste incineration kiln producing lightweight construction aggregate. He has demonstrated abilities in overseeing new facility construction, acquisition projects and product development/commercialization. Jay has also conducted product lifecycle studies for new product introductions. He has a broad background in environmental regulations and environmental impact evaluations. Back to top Mr. Weekes brings over 28 years of experience in industry, consulting and academia. He has dedicated his entire career to helping a wide range of businesses and organizations in assessing and solving environmental and occupational safety and health problems. This resulted in the reduction of business operating costs and the minimization of liability from these areas. Mr. Weekes maintains numerous certifications, memberships and has authored many publications. Since 1992, Mr. Weekes has held the position of President of Abacus Environmental, Inc. responsible for projects in indoor air quality, microbial inspections and remediation, industrial hygiene and safety audits, development of health and safety plans (HASP’s) for environmental remediation sites, and expert witness testimony on a variety of environmental health and safety issues. He provides asbestos, lead paint and microbial inspections, abatement and clearance sampling. He conducts seminars throughout the United States on microbial contamination, asbestos, confined space entry, construction safety, and indoor air quality.
Back to top Katherine Keslick serves as an Environmental Scientist for ARG. She has over a decade of experience in industry and consulting performing permitting, site investigations, remedial investigations, geological assessments and risk assessments. Kathy has worked on numerous Title V air permits including electric utility generating plants, cement plants, tire burn facilities, scrap yards and metals processing facilities and others. She is responsible for performing many of ARG's transaction screen and phase I site assessments for commercial property transactions. Kathy was involved in the development of ARG's massive and unique cement industry database and our tire derived fuel database. She is a geologist and environmental scientist by training and has performed environmental projects throughout the United States.
